Lebanon's rival factions have been meeting since last year in an attempt to agree on a national defense strategy designed to protect Lebanon against a possible Israeli attack. So far, several rounds of talks, chaired by President Michel Suleiman as part of the National Dialogue Committee, have failed to make any breakthrough on a defense strategy amid the diametrically conflicting positions of rival factions on the best means to defend Lebanon against Israeli threats. The committee is now scheduled to meet on Nov. 4 in Baabda. Amid sharp divisions among rival factions over Hizbullah's weapons, political leaders from the Western-backed ruling March 14 coalition have presented proposals to the National Dialogue Committee calling for the powerful Shiite militant party to surrender its arms to the Lebanese authorities or to place its missile arsenal under the Lebanese Army's command. They argue that the Lebanese state alone should have monopoly over the use of arms in the country. This argument has gained support from many Arab and Western states that oppose Hizbullah's strategy of armed resistance against Israel.
